I may be wrong, but I think you have to have so many PPM of whatever emissions to mandate emission inspections. But, I may be wrong. Charlotte N.C. has emissions inspections, but Rock Hill S.C. doesn't. Rock Hill is considered to be in the suburbs of Charlotte... Login to read more.
