Yes. R134a has a Global Warming Potential (GWP) of 1300.
R1234yf has a GWP of only 4. Currently only R744 (AKA CO2)
has a lower GWP at 1. Now that the EPA is pushing for lower
CO2 emissions, they will give credits for using a
refrigerant with a lower GWP.
