Not all tranny codes cause it to go to fail-safe. The P0740 is one of them. P0700 just means the TCM has seen a problem that justifies turning the MIL on. Chase the P0740 issue. I cannot offer you the particular test at this time, but likely it's a tcc solenoi... Login to read more.
