Hydraulic pressure is used to hold the TCC OFF, the solenoid just vents or redirects it as far as I know.

Test it using your scanner. Not sure if aftermarket tools can do this, but the DRB III can apply the torque converter clutch while sitting still in gear... Login to read more.
