If that is the NV246 with Auto 4 as well as 4H,4L, & 2H, some have more load on the clutch pack so as to avoid a clunk on engagement I'm told. Those will turn the front driveshaft but the axle should unlock in 2H. I don't think they worried too much about fuel... Login to read more.
