Had exactly the same problem on a 95 G3500 6.5 Diesel Non Turbo Computer was a PCM running Trans only. 1-2 Shift was frozen at 0.06 seconds instead of varying around .50-.60 seconds. Shifted like you'd been hit from behind.

PCM was the problem.
