Certainly sounds like a modulator or vacuum problem to me. It should be in 3rd gear on light throttle before 30 mph. You don't have the kickdown linkage in wrong or jammed, do you? I vaguely remember that you could jam the kickdown valve on these old cast iron... Login to read more.
