Welding brake pads to keep quiet

Truck has 200,000 on it. Complaint of brakes making noise when hitting tar strips. Clank, Clank, Clank.

Found pads loose, replaced with new, still had problem. Replaced calipers and brackets, still had problem. Now I get to work on it.
