Fuel fill Problem

Customer complaint: When filling up his tank the gas pump keeps stopping -- every 5 seconds or so. A few months ago it would take a gallon at a time but now a pint would cause a shut off while trying to fill it. It makes for a long, frustrating fill. What is causing this? Scan and found NO Engine or Evaporative Codes. Tested Purge Valve, Vent Valve, Charcoal Canister, Vent Lines, Fuel Tank all Check OK. Blow through all these components with no blockage. (Purge of course is shut when filling.) Even loosened fuel pump by accessing under back seat and try filling. The gas station pump would still shut off after a couple seconds. The filler hose and pipe assembly has a flap on the pipe as the fuel splashes into the tank but the flap which has a tiny spring on it works fine. We removed the filler pipe assembly by removing the inner fender on the right rear side and found the blockage in the hose assembly. Subaru part number is 42075AJ090. See the included 3 photos.
