The PCM, WCM and I belive the cluster hold bot a "CURRENT VIN" and "ORIGIONAL VIN" in their memory. If they don't match (ie used module) you get the problem you have. You were right to NOT change the Vin in the WCM, cuz that can cause crazy issues later on. Ge... Login to read more.
