1985 Ford Tempo Irratic Idling Problem

I have a 1985 2.3L Fuel Injected (Throttle Body Injection) Ford Tempo that has a Idling Problem. When you first start the engine, the RPM goes up to around 2000 RPM then, gradually drops down to around 1000 RPM.
