The fuel pump is driven at reduced voltage (down to 8.5v) under all light load conditions - apparently to reduce noise. This is common on Nissan vehicles in OZ. There are two systems - one that is triggered from the TPS Idle contacts - if closed, 8.5 v to pump... Login to read more.
