Thank you for all of the comments and thoughts. I too, suspect that the reduced torque is being suggested for used bolts due to the pre-existing bolt stretch.

I used the Fel-Pro #[...] bolts with Genuine Honda Head Gaskets. No unusual observations were noted... Login to read more.
