Just a few possibilities:

He re-used old head bolts. That's a no-no on that engine. Or maybe didn't lubricate the new bolts if he got new.

Maybe some coolant/ oil in the bottom of bolt hole in the block that caused a false torque reading. Maybe the non-OE ... Login to read more.
