I don' know that I would trust the tach to tell if the DME is registering rpm while cranking. If you want you can scope pin 47 at the DME. it is the rpm signal to the cluster.

Also check pin 66 on the DME. On some cars, if the obc is locked, it will apply 12... Login to read more.
