I think the difference here, is that inside the milliohm meter, is a precision limited 100ma supply, and an ADC/voltmeter that can measure with microvolt (0.001mv) accuracy. This is why with a current of only 100ma, it can detect resistances as low as 10 micro... Login to read more.
