I am assuming the .8v you saw during your test drive was while you were using generic scan data stream.

At 14.7 to 1 AF ratio, the Toyota AF ratio sensor should read 3.3 volts on the data stream.

Richer than 14.7 to 1 will read less than 3.3 volts.
