If the two techniques are equally valid then they will both produce identical results. They do not. Try this:

Tank 1: 99.7 mi 5.9 gal = 16.9 MPG

Tank 2: 222.2 mi 10.1 gal = 22.0 MPG

Tank 3: 282.7 mi 12.4 gal = 22.8 MPG
