You are correct. This EGR system supplies constant engine vacuum to the EGR valve. When EGR is not desired the vacuum is bled off through a normally-open EGR solenoid, keeping the EGR pintle from moving. Manifold vacuum is supplied to the EGR system via a port... Login to read more.
