The 18V is only apparent on pin 13 of the OBDII connector during a Ford re-flash. To make a Ford controller enter "reprogramming mode" one of the requirements Ford built into their ECMs is that 18V must be apparent on pin 13 of the OBDII connector. Th... Login to read more.
