Like Bob, I'd wanna know what happens with the vacuum hose removed from the regulator. If it is steady (should stay at 45ish), I'd put a vacuum gauge on the hose. Perhaps the hose routing is wrong and you're on something that is switching the vacuum on & off??... Login to read more.
