5V reference voltage on ignition wires. Why?

Hey guys this is my first time posting a question on here so I'm sorry if this is in the wrong forum.

Okay I have noticed that on some 07-08 GM and Ford vehicles they are using a 5V reference for ignition wires. Why are they doing this?
