I don't know why it didn't dawn on me sooner. But on Many chryslers (don't recall on this vintage) you can do a minimum air rate with the scan tool to see if the IAC responds or if the Throttle plate is dirty. By plugging the IAC off might have just accomplish... Login to read more.
