Coupla thoughts:

leakdown: usually done at TDC, but explain HOW you're doing this. With rockers removed or backed off? If so, what are the odds that the lifters are pumping the valve off the seat marginally during cranking? Have you tried a BDC leakdown test... Login to read more.
