Sorry, I'm not totally grasping what you just wrote, but a fixed rear O2 voltage of 0.03 I believe is equivalent to the circuit bias voltage. Unplug the rear O2 connector, check rear O2 PID, KOEO, if the voltage is the same with the engine off as it is running... Login to read more.
