Thanks to everyone who replied. Chad- I did check the BUS voltage at the DLC connector- had none. From the point on after digging around Dan hit the nail on the head, either a critter or perhaps vandalism (seeing how clean cut the harness is) Thanks Again!

Thanks everyone for the input. The evap temp sensor was disconnected in the dash. I did not find any service info or schematics for this so I am very grateful for everyone's help as I would not have figured this out easily otherwise.
