After testing all the o2 sensor circuits and performed complete pcm pin voltage chart testing could not find anything wrong. The PCM o2 feedback control was completely inoperable. Thanks for the help everyone. It ended up being the high pressure fuel injection pump. I also replaced the pump cover gasket seeing as they have had issues with them,even though it looked ok. Thanks again Mike Trouble codes: P120F, P2291 (Injector control low pressure cranking).
