Thank you for all the responses. I had my tech go back out and double check and he did find hose he missed. Simply squeezed hose going from intake near middle on drivers side going down to the PCV hoses. Feeling stupid, we knew better. Replacing all the hoses... Thank for the replies! It turns out the N75 was defective it had an internal problem. The vehicle now builds up plenty of boost, it's a day and night difference! thanks for everyone's input. i finally found the problem was caused by a "dice" module that is used to hook up an ipod. i saw the unplugged ipod cable and read a tsb about this aftermarket module causing it. the remaining draw was 36ma.
