Thanks for all the replies. The problem was the grounds on the left front chassis rail under battery. It didn't look to bad but was corroded where it was crimped

2007 Dodge Ram 3500 ST 6.7L Vgt VIN: 3D7MX48A97
After much research on turbo coke I removed turbo to inspect. Found nose actuator frozen not allowing exhaust brake to function. Replaced turbo and all is well.
