1999 Chevrolet Express 3500 6.5L No Start, Poor Idle Quality, Stall VIN: 1GBHG31FXX
The fix for this vehicle was a new injection pump. The fuel rates are steady at idle around 4.7 to 5.8 or so. Ramps up to 28 under throttle. Thanks for helping reassure that this would indeed be the fix.

2000 Chevrolet Silverado 1500 5.3L pump
Thank you guys for the help. Two guys nailed it. It was the small o-ring at the end of the input shaft (1999 year). I couldn't believe that thing was holding it from coming off. I pulled up pretty hard on the pump too.
