Thank you for all the replies. After 2 encoder motors and replacing with a 3rd OEM motor it is fixed. Lesson learned, never trust aftermarket encoder motors!

Thank you to all that offered advice. The fix in this case was simple. Number 5 spark plug wire was damaged by the owner trying to remove it in order to service the spark plugs. It was only found after pulling and flexing the cable with the ohmmeter installed....
