Thanks for the Ideas Everyone. Found the problem!! The Summer/Winter switch was in the summer selection but found the switch to be shorted keeping it in the winter mode... Looks like a liquid was spilled more than one on or in the switch area.

2006 Volvo S60 2.5T 2.5L Surge, Cuts out, Stall, MIL Lamp on VIN: YV1RS59286
Basically ended up being fuel pump issue. You have to be very careful installing these pumps, it's very easy to mess up fuel lines and floats. One defective fuel pump in the mix added to the hair pulling. Trouble codes: P260D, P2600.
