Thanks to Gerald, Andy and Vladimir, hit it on the head, there was a harness repair kit for throttle body, when we first called bmw regarding a repair harness they wanted to sell us the whole engine harness, it wasn't till after much questioning that they said... Thanks for all the replies. The fix was a new ignition switch assembly. Once I got it out, I found that something had been spilled on it. New switch solved the no crank problem and the stuck in on position problem. Trouble codes: B3981 (PDM missing on bus or not added.), B3700 (Stalk sw. interval not correct).
