We found that after replacing ECM and Fuel pump relays that engine started. We initially jumped power to 12 volt power supply wire of mass air flow sensor and it would run therefore led us to replacing the relays.

Thanks to all who took the time to reply. Replacing the PCM with a new unit was the fix. Apparently the used module the shop installed after my initial diagnosis was faulty, outputing 12 volts on all data network lines.
