Removed the 20A maxi fuse for the electronic shift control and problem was resolved. I guess having the vehicle retrofitted with a manual transmission caused the problem. Thanks everyone for your input to such an odd ball.

Thanks again for all of the helpful replies. Apparently this engine uses the spring loaded, oil pressure assisted type tensioner, not the ratcheting type. I'm guessing that for whatever reason the spring tension on these aftermarket tensioners is not as good...

Well, I scoped out the bank 2 downstream O2 and it was switching like the upstream. Got another cat from the dealer and all seems good now. Maybe this is why it took so long to get the first one.
