2006 Ford E-250 4.6L Unknown VIN: 1FTNE24W86
It ends up that this truck needs to reach close to 5000 rpms to shift under full throttle. The converters were blocked just enough to keep it at only 4000 rps. I dropped the exhaust and drove it and it then shifted. Driving it normal you would never know.
