1995 Chrysler Cirrus LX 2.5L MIL Lamp on, O2 above 1.3 volts VIN: 1C3EJ56H6S
The fix was TSB 18-01-98. By adding another 'forced' ground circuit, the elevated voltages were elliminated and all works perfectly.
