This sounds strange but it was a wiring and terminal problem. All the wires ohm tested fine from the IAC to PCM. Ended up replacing the wire and terminal that ohm tested fine and had 12 volts from the PCM to the IAC but wasn't switching on/off. Edward from Ari... Trouble codes: P0505 (iac).
