Although this is a very comon problem with these vehicles the gasket had been replaced prior to this issue and was not leaking now, the only vacuum leaks were those repair... The fix ended up being a new (actually used) PCM in addition to the new egr valve. I tried the old valve with a different PCM and data stream with KOEO still indicated EGR position of 18-26%.
