| 1991 Toyota SURF 2400CC Excessive Emissions, No Start, Poor Fuel Economy VIN: LN13060992 The prblem was eventually was the EGR valve not shutting off, all we could do in this country was to blank off the valve completely and re-set the pump base adjustment on the electronic unit on the rear of the pump.
