2003 Chevrolet Express 2500 4.8L No communication
I have this van in for inspection. I can not communicate with vehicle via scan tool or inspection computer. I have checked powers and grounds all are good. At DLC pin 16 showing battery voltage, 4 and 5 show good ground with no drop, pin 2, our serial data lin...
