1995 Chevrolet Lumina 3.1L No Start
The 3x signal to the ICM checks out good as does the 24X at the pigtail. Fuses check OK. The power and ground to the ICM check out good. The IC from the ECM has about .03V with key on or cranking. Any help on this would be greatly appreciated.
