1994 Ford F Super Duty XL 7.3L 2-3 Shift
This vehicle has two problems which may be related. 1. It
shifts fine through all gears and l/u at light throttle but
won't 2-3 shift at more than about 15% TPS until you
completely leave off throttle. Then it up shifts into 4th
and l/u.
