2004 Volvo XC90 T6 2.9L Camshaft vvt

Good tech replaced belt etc. Car runs great sets ecm643A and 644A on second or third road test. Can anything besides wrong install cause this? Is 24.5 degrees the max adaptation? Thanks Tim
