This van came in for cutting out on the freeway. Pulled code 21 O2 shorted to voltage. Intermittently the O2 reading will fluctuatre between 1.2 and 3 volts. With the O2 and ECM unplugged I get 5 volts key on or off at the O2 signal wire. If I jumper to ground...
