2002 Dodge Grand Caravan Sport 3.3L Brake Pedal

Brake Pedal is harder than normal, feels like it's not getting full power assist. Brake Friction is goog all the way around. Brake Booster has good vacuum and no leaks seen. It feels like Booster just isn't doing it's job. Booster does hold vacuum.
