1995 Lexus LS400 4.0L No Start, FLOODED
This vehicle will not start in cold weather. The customer has had the problem for three years, has had to several garages. It is towed in, we always find it flooded. Changing plugs starts car but does not solve problem. Any advise is appreciated.
