For some reason the ECU is not controlling idle speed. It thinks it should open IAC full, which creats 1500 rpm idle. I have done pin out voltage check @ ECU for all inputs. All are within specs. If you ground pin 9 (ics1) it will pull the IAC closed and idle ...
