2000 Toyota RAV4 2.0L MIL Lamp on
Car came in with P0401 code. The VSV is not working when I manually apply volrage and ground. The weird thing is when I command the ECM to turn on and off the VSV with my Snap On scanner the voltage only varies from 13.5v-11.9v. It doesnt seem to be fully grou...
