Blower motor current- what is too high?

We are replacing a failed blower resistor on this Town Car. We measured the blower motor current on high, and it is drawing 19.5 amps on a 30 amp circuit. On a GM or Chrysler, we would be alarmed that we would have this resistor fail again at this current. Told customer of our concerns, and he requested a used blower motor installed. Checked current on 60k replacement, and it is still 18 amps. We checked a newer Crown Vic, and it was drawing 16 amps. Is our old "Half of Circuit Rating" guesstimate of normal high speed current accurate, or will the Fords handle more current??? I have never seen a max current rating in any of the test info we have found. But I do remember the Chryslers killing new blower resistors if they were above half the circuit rating...... What have YOU seen on these?????
